The best course of action would be to enter a hero school (not UA), bet on the hero sports festival results to earn lots of cash, then go to a foreign hero school to get a license so he could freely use his quirk in public, then go about life. Or join league of villains, both would work, in this choice a possibility to get a OP quirk through the doctor also exists.
