In fact. I wonder how turning beasts into humanoids makes them grateful enough to "believe" in the main character. I find it difficult to understand the logic. Because there, he seems to want to create a civilization more than anything else.

Evolving them with the intention of creating followers gives them a base 'loyalty' he needs to expand it through helping them develop or other means to gain true faith. His main goal right now can be considered creating a civilization and helping them do so and expanding their world view as he increases their reasoning and potential along with his great power makes them see him as their deity.
