totaly agree the Uchiha were never treated as they deserved as clan co-founding of the village, with never an Uchiha hokage, apreciated their work, feared, envied and hated for their bloodline, never trusted and in canon they suffer for the "good of the village" for the consequences of how the village treated the Uchiha. the leaf village is the most corrupt with what the civilian council (and mostly the Elders), Danzo (even suspected of direct/indirect involved in Sakumo white fang death, the fall of the village of whirlpool as the Uzumaki must had realy good seal protecting the village and also the natural obstacle and they were ally). The Hokage(i think more than one) had never done anything against discrimination (young civilian that discriminate young member of ninja clan as the case of Hinata Hyuga, Naruto but not for the clan but because he is a orphan and the jinchuuriki, discrimination between main and branch member if a clan as again the Hyuga), discrimination against the Uchiha until the near extinction even if they are co-founder of the village. I think both the Hokage and the civilian took advantage of orphan as Danzo recruit them in root, the village took the propriety of the Uchiha (minus secret room of the meeting) and Minato and Kuscina heritage to Naruto keeping him in the dark of is parent and advantage that while the village mistreated the "kind Hokage" treat him kindly to make the orphan loyal to the hokage and "motivate" him to train. The other village? Except the mist who got the near excintion of bloodline after the failed rebelion of clans against kage were probably the first or one on the first forced the clan to submit and create/add to the village and the Rain who have the civil war caused by the orphan that Jiraia trained there aren't internal problem in other village and before canon this villages finish their civil war (?)

from the sounds of this the negotiation would go better if they killed off the Uchiha Elders and then started with the younger generation at the same time they should kill off the other elders they should just kill off pretty much everyone from the second war generation it make the Leaf Village so much better place to live in.
