I somehow can understand the emperor as he has to put his nation above all. This just makes him a terrible father. But he should still try and tell someone who might be capable of helping him. Even if he tried in the past he can't just give up the last bit of hope to safe his daughter. There might appear someone strong who could help him in the future but he just gave up
