Because some animals can survive falling from any height as the terminal velocity being too low due surface area to volume ratio being very high, increasing the effect wind resistance has in slowing you down and having the impact get distributed and softened more. (points above increases the smaller you get) This may not be feasible however due to other factors that come with size change if you did shrink someone such as drastic body temperature change so this may all be a useless comment XD.
