Imo, effect #1 is a much better choice. I mean, stats and exp can be earned, no matter how hard it may be... but getting a "no cool down time" on any skill is almost impossible. (unless you're the MC.) Just saying. 🤷‍♀️

Is he going to get all three effects due to getting the SSS rating. And blink with no cool down will be OP.

I also think that blink has a high chance of having no cool down because he like emphasized the value of blink, a lot. Even directly said that blink with no cd is op.
