I cracked this riddle. one of them anyways. the blood fairy is either Cindy's or the 8ths, the male vampire being dragged should belong to the 2nd family as Nate noticed they lacked any men.

I have a feeling that this settlement is something to do with Cindy and the 2nd Family, as when Nate was at their castle he only saw girls, so maybe this is where they send any male Vampires. Plus it would make sense as Cindy is one of the leaders trying to take down Quinn, she knows that he has a Blood Fairy from Cia, and it's far enough away for her to keep it a secret.

perhaps the male vampire is for food???
