I'm not gonna lie, Quinn was a bit sloppy with this. He should have known that since he didn't kill the original Pio Blank, there should have always been the possibility of him returning so he should have made a plan or two in advance.

That’s why the only way to solve a problem is by killing it, otherwise it’ll just come back and haunt you, the fact that they still haven’t managed to scheme duke’s murder is simply asking for it, the same thing with the identity pio, they have yet to change it which is pure incompetence , they had plenty of chances to simply have him transform to some dead kid(a verified dead kid, that they saw dead with their own eyes, or simply kill one), when your enemies going around disregarding the law( in fact they are the law) then abiding by your enemies rules and laws is crazy.
