If the requirements to stop eating human flesh it's eating even more it's easy, go to cemetery's or something similar the system doesn't say that he needs to kill just eat. He may even eat decomposing flesh that may give less power but it's a workaround

wtf... immediate question should have been "Evolve into what? What's the next stage after ghoul? And appeoximately how much meat does that require? like 100 humans? 1000?" But he just accepts the answer.
