On my opinion,Zeres is actually meant to become a dragon since the beginning, he will fully transform to it by drinking Alicia's blood, but as Zeke said, Alicia will be his master.So technically he is not lying to Alicia. This is all need to be done in order to gain Dinah's trust and fulfill Zeres destiny. Now kill her once and for all.I am getting more curious on who is actually the real mastermind of all this,Dinah is just definitely just a pawn.
