It really really sucks. But I wonder why he didn't just steal all the herbs and put the in the orb to grow for his own use then salt the earth so to speak?

Hopefully Sam plans this carefully, because by acting as a terrorist(with very good reason),he could very kill a lot of innocent people to fulfill his own vendetta. I dont think he is lazy/ incompetent enough to not go the extra mile to make sure that his plans have no long reaching affects on people who have no problem with Sam at all. I understand a few innocent people are going to be killed like the guards who failed to guards this field will probably be executed. Hopefully either Sam is guilty because of that or he plans on figuring out a way to make it difficult for the emperor to do anything to said guards and anybody else caught in the crossfire between Sam and the Emperor. Or he could simply kidnap all the people that he thinks might be killed and put them somewhere safe,its a good way to build up followers. Especially if they realize how easy it is for him to put an Empire in a state of near collapse that has existed for at least a generation or two. I remember that this Empire is newer because it was created as a result of a civil war that split a much larger Empire but I dont remember the exact number of years it has existed.

nice chapter, though I am question why he didn't gather the herbs rather than destroy them. he could easily take them then ruin the soil? the moment my pay stones resupply this book is getting both of them
