So i guess writing runes on paper like that is like making a spell scroll. it needs someone who can actually understand, use and write the rune in question. plus it needs materials to properly get the most out of it (though as long as the writer is good some effect should be seen even if negligible). In any case, MC gets to meet the guy whose work mc perfected (that fine grade rank 2 or 3 bow) and hopefully mc can enhance his skills. Wonder if fine grade king guy will have a noticable improvment too? Not to mention that the only other person who can make magic weapons is supposed to have some kind of relation to royal family (not necessarily familial, though probably considering how the longest lasting families come from another world with lots of heritage like Ni and He). Good news is that it will be tough to harm mc in the city considering how slippery he is (they still will likely try but will fail since they dont know how tricky mc is and may give a shot even if they did) with lots of witnesses and powerhouses keeping order.
