It depends on your personal taste. For me, Yaomom is a 9, Ochako an 8, Jiro is a solid 7 along with Mina. Tsuyu is a 6. Hagakure, well she's cute, but, not appealing enough to be classified as 9. I'd go for 7. Meanwhile, Yui Kodai, Ibara and Itsuka are all solid 8.

I think your numbers are mostly ok, but Ibara and Kendo should be 7s. Yui is either 7 or 8. Momo is 8, Hagakure is 9 when you take into account, as you said, the canon assertion that she is super cute. Mina can be a 6 or 7, that gets pretty subjective. Overall I think your ratings were fine and within expectations.

Good chapter as always. I think most think charm is only beauty but is more coomprensive and it take into account other aspect of the person such as personality, manners, body language and others. Im ok with the numbers he gave the girls, only instead of charm he could had used affinity since its a girlfriend system and affinity in a relationship its important otherwise if he goes the pokemon route might as well change the name to something related to conquest or similar.
