Gravedagger:exactly... he can stop the operation if "bystanders" would be affected... ex. he can simply use weapons of mass destruction to eliminate all the criminal organization... thats the easy way... but of course he wont do that.. so instead every plans needs to be perfected to avoid hurting any bystanders istead of just going through them... it'll be troublesome and it means more work for his subordinates but if thats what it takes to avoid implicating the innocents that thats what he will do.. thats what i mean by all cost.. well maybe im being misleading hahaha by saying "at all cost" 😁
