In the Ninja world you just need to be smart, perceptive, deceptive, experienced in battle and has many unique and powerful abilities in your arsenal and most of all you know of how to take advantage of the situations, if you have any this characteristics and abilities then defeating someone stronger than you is peace of cake. (unless they have absolute power like Son Goku and Saitama, then all of this are useless). Can a Shinobi defeats Pirate's and Marine's Leaders? If you ask me of who will win? Itachi vs Admirals or Whitebeard. My answer is Itachi! Why? What makes Itachi very dangerous is not only the power of his Sharingan, he is also known for being intelligent since young. He can analyze his opponents abilities in short amount of time, find it's weaknesses and devised a plan and creates a counter measures to defeats them. The best proof of this act, when he defeated both Edo Tensie Nagato (at his peak power) and Sage Mode Kabuto in 4th Great Ninja War without killing them. Just like he always says, "No matter how strong person are, no matter how powerful the techniques is, there is always be a weaknesses". And with Itachi's intellect he can come up or devised a plan of how to defeats them (Yonko and Admirals), like creating an Kunai or Shurikens made from Seastone or using Water Style Jutsu (he was proficient of using Water techniques aside from Fire techniques) or by just bringing or drowning them to the center of the sea.
