Typical burocrats tbh, bombing cities to fight the zombies.... Considering they're dead and the concussive force which is the primary killer amongst explosives wont do them in, all it does is kill survivors, bury supplies, and maybe if you're lucky enough, crush a few Zombies with debri. They'd have more effect throwing napalm on large crowds of zombies and even that is iffy when looking at the price / effect ratio. I think the cheapest option would be to span some chest high steel cables between buildings exiting the cities and some sedans to block the easy exits, maybe clear an interstate and make sure they can get on it, then do runs on them from there. Regular folk can easily find their way out of the city so the baricades blocking them in wont have much effect on them as they will find the easier way arounds, and and no zombie hoard is going to clear sedans with the handbreak up and the tires flatened. The cable will buy the time needed for most surviors to duck under and buy themselves some distance, and the cars can be easily climbed over. The buildings and the goods inside are toi valuable to lose as cheap baricades like these are easily reversed to keep zombies out. Funnel the zombies where you can easily do effective strikes, like a large pit in the city center's park, with a nice and loud noisy shrill alarm, and its more easy trapping and killing if funneling them onto an interstate isn't an option. Likewise, all those settlements getting over run are idiots too, all you need to do is close up the ground level completely in cities for each building and use ladders n shit to get on the 1st floors... Not like a zombie hoard is going to come through concrete walls... Sure its a bitch to climb a ladder up into your house every time but hell, its gonna keeo the Z's out unless someone bitten comes inside with you. The killer in zombie pandemics is generally that no one thinks and ends up relying wooden fences and walls hastily put up without serious thought. That, and they dont take other survivors in account and allow a simple car or truck to easily crash the walls.
