he should get a full deck of cards. keep them with him and make it seem like just one of his hobbies or something. just so he can have an excuse to have one in his hand without someone wondering what he's doing. that way he could slip it into someone's pocket easily(like these divine arms people). then whenever he needs to get rid of them or the person turns on him...*boom*. I've got dozens and dozens of ideas for those explosive cards that would be right at home in a James Bond movie.
