ok hear out my theory. I think caeser is the ultimate puppet master here and he is the one striving for rank ten. he said Noah would be a stepping stone for heaven and earth to reach rank 10. his world must have grown because of it. what if he stretches the limits of his faith and says now Noah and friends will defeat heaven and earth. and they do. (an impossible feat) it may push him to rank 10 too. just a thought. although Noah and friends would kot like to be bound by his strings of fate and move to defeat him
