It is true that the king may seem to be the most powerful but in a way he is one of the weakest because his power has a lot of strings. He is unable to see firsthand what is really happening with the people of the country as he is dependent on the politicians/councilors to inform him which for half of it may not be true due to their hidden/personal agendas.
