Fairy may look nice but not nice enough that he should need a 100 in proficiency to draw it. I have seen/read countless amounts of manga with better art/story than FT. It's a cliche shounen series afterall. Also, recreating it perfectly should require a forgery type skill instead in my opinion. Last thing, when I read little brother I actually assumed you were referring to his... *ahem* never mind. Other than those points above, I think this story will be a fun ride.
I figure if the easiest way to go is a yonkoma manga maybe something like a criminal tries to commit a crime but something random happen like a cat fall on his head then he get capture but then something else happen and he runs away. this could be repeated over and over with just a few call back to the last time so anyone can start reading a chapter with little trouble. a name like "bad luck criminal" or "mystery luck criminal" could work. the reason for yonkoma(4 page manga) is because they can be very simple and often more of a gag comedy. that can often be repeated like he try stealing from a house where the cat fell on his face, he looks up and see there no cat making a comment that this time he will succeed only to have a flow pot fall on his head from the floor above maybe the cat is on the floor above the one he stealing from and nock the pot over. this could happen again but have the pot not fall close to him and he yell "ha you miss" only to be caught from yelling. so it could be a bunch of random events or some times call back to other events by slightly changing it.
