Wtf, get the oaths before telling them that they can increase potential and comprehension. This cannot get out. Kill whoever doesn't swear the oath. Wtf, telling them that he has a technique before getting oaths is just asking for other kingdoms to invade before a **** load of powerhouses emerge. Use ur brain

So 300 days to reach F+, another 600 for D+, 1200 for C+, 2400 for B+, and 4800 for A+. A total of 25 years to max out a single side. That's not bad, I'm guessing someone would have a very good chance of reaching Fighter with 60 years of time to train while at the max level of talent. Probably requires a ridiculous amount of resources though. I wonder if he can improve the base level of the nation's talent as a whole. That might require fewer resources long term, and have a larger effect. I assume there's a clan or nation somewhere, where everyone is born with very high levels of talent. Too bad he doesn't have a large scale way to manufacture cultivation resources, or to cultivate without using resources. Even if it was slower, it's something he could teach to the population as a whole. Would be tricky to implement without it spreading, or getting his nation purged as a threat though.

Felix has no idea what justice means. Every time people from that hall interact with others they act just like the nobles they claim to hate. So frustrating and contradictory.

yeah, that's not a cool idea. maybe make the binding restrict them telling anyone anything about it or where they got it in any way by inclusion or omission, must do all in their power up to and including death to prevent it being leaked, etc. maybe not acting against the best interests of the people, or him dó king as he is true to the people....
