Coming from a modern world, ancient taxes should seem like a joke to him. Taxes for the common folk were usually non-existent. Usually on merchants and the wealthy had to pay taxes. This isn't because ancient rulers were nice, it's simply because taxing the poor was pointless because the poor didn't have any wealth worth speaking of and employing a tax-collector would cost as much as you'd get from them. On top of that, there was no census; the poor simply didn't exist in large civilizations from the view of the government except as unwashed masses.
I was disgusted with this interaction, because neither in his past life nor in his present life they helped him when he was in real trouble, they will feel pity for him but no one will move to save him, so why would he feel warm when everyone is a hypocrite, I hope the novel will improve in the following chapters
only 20 xp needed for such an OP feature? which is technically only 10 since it was a 100% increase as interest... way too cheap. he should at least have to work for a month to pay it back. you don't need to speed through the story. it can be good while he's working it off or even just pretend there's a small time skip while he gets used to the world and pays it off. the result would be the same, but would feel much more believable
