Ultimately I have to keep reminding myself that this is a work of fiction and hence the author has artistic liberties to break free from any semblance of reality or even rationality. Hence a mere staffer of the Huaxia Empire is allowed to mouth off and break protocol while her senior keeps silent. Hence, the expectation is that the Prime Minister of the country being visited will come to greet the Huaxian delegation, not a counterpart - esp when the PM of another nation is also visiting at the same time. Actually even the VP of "Yin Du" being sent was actually giving more face than needed in terms of real diplomatic protocol. But yes this is a work of fiction and hence the Huaxia Empire is the best, most upright, most moral and all other nations are useless. That's why this empire is allowed unrealistic latitude in other countries - like electrified fencing in Russia and allowed to shoot people in another country and let off with a wink -- and has unrealistic diplomatic expectations. Initially I thought that Huaxia was China but the recent chapters make me think otherwise. How can the ultra upright and ethical nation imagined by the author be China, a nation known for its human rights violations and unwarranted and shameless aggression in Tibet, in India and in the South China Sea.
