The part about the expert pilots becoming spiritual leaders is the key point. It was explained that if an expert pilot has "worshippers" it makes their accension to ace easier.

Makes sense. He doesn't trust any of them now (minus maybe Joli.. er Jovy), and there would be too many potential pitfalls that could be caused by schemers with the Diplomacy plan. On the other hand, there are much fewer related issues with just striking the aliens at their heart. If anything, this episode shows how effectively destabilizing that is.

Wowwww. I legit thought he was gonna g for an egalitarian unity plan @.@ I see his reasoning though. Especially if he’s literally telling them that the leaders ALL have to join them in the jumps. If they’re under pressure for life or death survival their potential will be squeezed out of them.
