No wonder they haven't succeeded, I'm sure the RA researchers wanted to turn people into phase lords by just injecting phasewater into them. What Ves essentially did is he petitioned the Red Ocean to turn him into a phase lord. He hasn't used a single gram of phasewater in the process!
