Answer seems obvious to me. As far as we know, the contract doesn't explicitly force Ves to grant Blessed Weapons to all their Saints. It just gives him free reign to modify the incoming mechs however he wants, provided he can prove the changes will be beneficial. So, just don't give them special weapons!! Turn them into Living Mechs, and add the Blood Pact and God Body innovations to their designs, but that's it!!!
A poisoned chalice? I guess depends whether it’s still a net positive or negative. Imagine if anyone can drink from a chalice and gain power corresponding to their responsibility and destiny. The weakest chalice, if drunk will enable you to fly, but you will only be expected to scout and patrol a relatively secured territory. While the strongest chalice, if drunk will give you super strength, super speed, and precognitive senses, but you will be expected to be a symbol, a SpiderMan. The weakest chalice is not worth it, while the strongest chalice would make you feel like being Destiny’s favourite chewtoy. Made me switch my personal heroes to become Poison Ivy or Harley Quinn instead. As eventually I realized being a spider man fan is more appropriate for someone who is a masochist. While I am biased, I believed that the Hexers are the most loyal faction to Ves, even exceeding his own Larkinson clan. Because the Larkinson clan follow Ves for their own personal ascension, and will last if he continued to be able to deliver. While the Hexers will be loyal even beyond death and even if Ves suddenly become a cripple, they will still be loyal to the son of their Goddess.
We’ll just turning them into blessed mechs is too easy for ves and gives other big powers the chance to scam him with force. On the other hand, I think he would be much better of using the ace mechs as Guinea pigs for his carmine system, specifically turning mechs into living vessels for their ace pilots
