IMO the Blood Pact really only raised Jannzi's resonance strength by about 30%, and the other 20% comes from all the time she spent practicing Prime Resonance with that shield. Betting it'll take a solid 1000 chaps for Ves to finally figure out that PR is best used as a training tool to strengthen True Resonance!
