All of Ves's efforts to "appear relaxed" in front of the MTA are undermined by the fact that almost everyone else lands on "excited puppy" when greeted by a friendly MTA officer. And with all the private sessions with Gloriana on tape... they have a baseline for what "relaxed Ves" actually looks like! Ves is thinking this upcoming negotiation is in danger of failing and getting him locked in a tiny room forever. He hasn't quite realized that Master Willix ALSO thinks that this negotiation is fragile and can fail. She is fully aware of the fact his interactions with the MTA are colored by his early teachings from "Master Oroborus". And... that person is someone who has a reason to hide from the MTA for decades! This deal with Ves is a thin, fragile bridge that might lead to a Master the MTA have wanted to contact for a long, long time. Even if she can't coax the mysterious Master out of the shadows... getting permission to study the design philosophy of his student is nearly as good! Starting the negotiation by confirming as much as they can and handing Ves LOTS of "wins" right away is a good tactic on her part. Maybe then she can get the information about why Mr. S was willing to have one of his students be so public when previous glimpses of his designs were so hidden!

Here we have paranoia with comfort Ves is in need of the vacations that will stop his paranoia. The MTA can and will screw him so just try and roll with the punches.

Master Willix is obviously trying to have Ves in a good conditions for her to interview him. Making him wait after quite literally jumping to the shortest distance to meet him. She wants to meet him badly but she doesn't want to look like she wants it. Ves and her need something from each other, they don't want a bad deal however.
